In respect of provision of specific services we will:
Sheltered Housing
We will provide a Sheltered Housing service to those over 60 or who are disabled and in need of low level supported accommodation.
Housing Support
We will provide Housing Support through the provision of Tenancy Support Services for those with higher, short term support needs.
This may be through the direct provision of floating support by the Trust or through the provision of tenancy and /or family support working in partnership with other specialist agencies.
Intensive Housing Management
Where people are identified as having some vulnerability issues that can be supported through a greater degree of housing management intervention and support, this will be provided at a local level through the Area teams. This could include assistance in filling in forms, a greater explanation of documentation and a greater frequency of home visits to support the tenant.
Able Living Service
Where possible we will provide adaptations to properties for people with physical or other relevant disabilities to allow them to continue to live independently in their homes and prevent hospital admissions.
The Trust will provide a direct budget for this service, which will be reviewed annually.
The 'WATCH' community alarm service
The Wrekin Alarm Telephone Call Helpline (WATCH) will offer tenants and their families peace of mind, letting them live independently, with the reassurance that help is available at the touch of a button – 24 hours a day, 365 days a year.
The WATCH service is ideal for anyone who feels at risk in their home, whether this is because of age, disability, illness or vulnerability.
Welfare Benefits Advice Services
The Trust will directly provide a Welfare Benefits Advice Service, which will be free to Trust tenants and confidential. It will aim to provide advice and assistance to tenants in maximizing their incomes from welfare benefit entitlement and provide support to vulnerable people in completing forms or understanding complicated documents.
Provision of Information
The Trust will provide information to its customers in formats that are accessible to them. I.e. Large print, on audiotape, pictorial format.
In respect of provision of general service we will:
In respect of Income Management
We will provide appropriate information to vulnerable people on how to pay their rent and other charges and the consequences of not doing so.
We will use appropriate methods of contacting and recovering debts from vulnerable people, only using possession proceedings as a last resort.
In line with our Income Management Policy we will use a holistic approach to debt management, taking into account any issues of vulnerability.
In respect of Repairs & Maintenance
We will take account of the needs of vulnerable people in the delivery of the repairs and maintenance service, ensuring that vulnerable people are able to access the service.
In respect of Tenancy Management and Anti-Social Behaviour
We will provide additional support to vulnerable people to help them manage their homes and tenancies.
We will make available additional support for residents identified as vulnerable who are victims of anti social behaviour or at high risk of anti social conduct.
We will take account of people's vulnerability when taking action against anti social behaviour, providing or facilitating support mechanisms to change the behaviour, prior to considering any enforcement action.
In respect of Letting Homes
The specific needs of vulnerable people will be taken into account when designing systems for accessing Trust accommodation.
A risk assessment will be carried out at the lettings stage to identify vulnerable residents and their ongoing support needs.
Where it is clear that a vulnerable person will not be able to manage a tenancy without appropriate support, the person may not be offered a tenancy until that support is available.
In respect of Resident Involvement
Through the Resident involvement Strategy we will develop the ways in which vulnerable people can contribute to the management and decision making processes of the Trust.
